The Impact of Oil Dependence on Institutional Quality

  8. Institution covers wide range of rules, laws and policies. Two bodies of literature around institutions and resource curse have evaluated institutional quality by limited indices. In addition, although different institutions have different effects on economy, the literature hasn’t classified different kinds of institution. Furthermore, resources can affect institutions in different ways. This research has been surveyed the impact of resource dependence on institutional quality. Institutions that regulate relation between governors and citizens were named governmental institutions. Institutions that regulate the relation of citizens were named nongovernmental institutions. Governmental institutions have been classified to political and economic institutions where each of them divided in three parts: distributor, facilitator and limiter institutions. In addition to resource dependence effect, this research uses the effects of geographical, colonial and development level to explain the institutional quality. The results show that oil and mineral dependence decrease the quality of political and economic institutions. This result was observed again by replacing resource dependence index. Furthermore, development level had positive and significant effect on institutional quality. By controlling resource dependence and development level effects, the institutional quality level of Africa and Middle East are very low for most of economic and political institutions. Comparison of results shows that oil and mineral resource dependence damage the quality of political institutions more than economic, so resource dependence effect was not similar for all kinds of institutions. By specifying the effect of resource dependence on institutional quality, results support the hypothesis of resource curse via institutional quality damaging.
